Website and Algo Trading

I've developed algo as a service for traders to help them with trading decision.
my questions is:

1. Which language should i use to code the algo using IB API?
2. Which web language is the most comfortable and reliable to connect between the algo and the website
3. Where can i find skillful programmers to do the job?
