We need a downtick rule.

We should treat stocks the same way as real estate. Its free to buy stock, but you have to pay a 6% commission on the value of the stock when you sell. We could send the Dow to 50,000 in 1 week. :)
 
Better yet. Just like buying a home/car. People have to buy insurance when they buy stocks.

So make that a law as well. Imagine if all these folks had long put contracts in place when the markets crashed.
 
We've got to make a list of high-risk traders and charge them accordingly. :D
