Washington Navy Yard - Terrorism or Nutcase?

Two possible suspects who may still be at-large: a white male, wearing a tan military-style uniform carrying a handgun; and a black male, approximately 50 years old, wearing an olive military-style uniform, carrying "a long gun.
 
The white guy will be a terrorist, according to the media. The black guys will just be out for skittles and mistaken for perps when they are shot.
 
And whomever decided to go out and murder innocent people should be in front of a firing squad within 30 days of conviction.

It's the Republicans' fault (civilian defense contractor furloughed due to sequestration) and the NRA's fault (supposedly used AR-15's).

It's never the fault of the individual who committed the crime.
 
I wonder are Military personnel prohibited from carrying firearms at the Washington Navy yard like they were and still are at Fort Hood?
 
Apparently the "white male" has been cleared as a suspect.

The other possible suspect described by police -- a black male, between 40 and 50, wearing an "olive drab-colored" military-style uniform -- has not been ruled out, Gray said.
