According to census data, there are 3.5 million more registered voters than voting age adults in the US. Anyone with basic knowledge of how things work could obtain a way to vote illegally in less than 10 minutes. It really isn't that complicated.

Actually federal law requires that states regularly prune their voting rolls of people who have not voted in the two year period (across congressional house elections). Federal rules mandate that you use a post card to contact the voter and if the postcard comes back as undeliverable then you take steps to enter a process (second mailer, etc.) that will eventually lead to their removal from the voting rolls in the county.

The current issue is that many states have not spent the money to prune their rolls for years (in some cases decades). This means all the people who have moved from the state (or are deceased) are still on the voting rolls. The Obama administration mandated that states take steps to comply with federal law and prune their voting rolls.
