SURE it is. There is STILL fluctuation. Netted out to upward volatilty.
I personally measure it as High minus Open, in contrast to downward volatility of Open minus Low. Of course "the open" is at the descretion of the specialist/market maker to facilitate merchandising...........oops.............I mean maintain a fair and orderly market by filling the most orders.
