Why would Garland do it?....for inside money now?...post job lobbyist money?
Biden wanted to poke Mitch McConnel in the eye by putting Garland back up on a pedestal to show him who the boss was. Pretty dumb game. Lots of AG's name are lost to history five minutes after they leave office. But men can be dumb when it comes to power and sex. Joe tells Garland that if he is in that position it will give him a nice shot for the next supreme court opening. Five minutes later he is announcing his resignation from the Appeals Court.
In my home state we had an extremely highly respected Supreme Court Chief Justice who would cause the entire legislature to go into silence just from his presence at a hearing or from being sighted on the grounds. This went on for decades. One day, the Chief Justice announced that he was quitting and running for governor. About six weeks later he dropped out of the race totally exhausted and beaten down. In rural New England, people are extremely reserved and polite but they do play hard ball at local meetings, going all the way back to King George III. This Loundin County school board stuff is just another town meeting for them. So these justices get insulated up there on Mount Olympus and they begin to think that everyone agrees with them because they rule the court room. Once they have to meet with some real people it falls apart very fast- or can if they have no other skills.
