It's nowhere near as complicated as that, I doubt the people in this video have the faintest idea what the federal government even does. It's just DC in the summertime, the schools are out and the packs of feral teenagers go 'wilding'. These kids definitely are not Howard university students, this was a Caribbean festival that was held near Howard and isn't run by the school. In DC never go to a Unity, Urban Peace, African or Caribbean "festival" unless you are trying to prepare for a combat deployment to Afghanistan. This wasn't as bad as some of them like -

In all seriousness, if they wanted to really start addressing these issues, it might be a good start to designate gang members as domestic terrorists and go from there. The fact of the matter is once gangs really take over an area, blight is a near foregone conclusion (no matter how much money a city throws towards the problem). If people don't feel safe, they move, property prices gone down the toilet and eventually houses are abandoned and crime becomes epidemic.

In any case, it's politically impossible at this point. However, you could offer voluntary emigration in exchange to avoid prosecution on felonies. All blacks are free to go to Liberia, a nation founded by ex slaves.

Also, as part of a "reparation" program, you could offer them $5k or something to go live in Liberia, or wherever. $5k is enough to live for a good while in Liberia.

These are politically viable options.
