You do realize this table is not from the U.K. government but from from a fraudulent report hosted on an anti-vaxxer website.
It didnt come from the government so you think it is fraudulent. I think you have things 180 degrees out of phase.
As explained earlier- the chart comes from the Mercola anti-vax website and is completely discredited.
