When someone applies that connection to modern Israel, implying that there is a noteworthy link between Israelis and the death of Jesus, there is in fact an extremely good chance you're looking at anti-Semitic propaganda...
The key is to "take into account the overall context" as the document suggests. Clearly in the context of the New Testament, nobody's inclined to level charges of anti-Semitism, whereas in a different context it could be a good indicator of an anti-Semitic agenda.

How many Jews do you know would *not* be offended - on its face - by a bland, expressionless rendition, 'the Jews killed Jesus'. Not many.
Many Jews, unfortunately, are hypersensitive to anything that can be faintly construed as 'Anti-Semitic.'
Given that most Christians who study scripture recite - sometimes, with great enthusiasm - the Biblical tenet, "Jews killed Jesus", its sets the stage for an over-zealous State Department obsessed with "Hate Speech" to just chalk it all up to anti-semitic talk.
