Different question. Does MMT have its own money circulation theory?
Read the new addition of L. Randall Wray's : "Modern Money Theory" it will answer all your questions. Or buy a used copy of "Understanding Modern Money", This latter book is Wray's masterful, scholarly work on fiat money. By now a classic work in MMT. Thoroughly referenced. Or read Kelton's Book. easier read, but not nearly so detailed on Treasury-Fed-Banking operations as Wrays book. Wray, a Minski protege, is a brilliant economist and leading authority on MMT.
