That's exactly what it is. You've got a media selling LIV (low information voters) on narratives, combined with ballot harvesting that is a strategic approach to winning elections. It's not really a vote on initiatives, its a vote on people. And the media does an excellent job of vilifying people the machine doesn't want in power. The only reason you don't call it out is because the media is on your side.
This is a Libertarian and Conservative principle (as an example):

It's actually right on the LP.org website. And if you poll that amongst the populace, you'll fine 90%+ of conservatives, more than 2/3rds of independents and a close majority of liberals will back this statement 100%.
