If the Mayor had a computer...he can easily search Google and find a Doctor to treat his friend with Ivermectin assuming his friend is still conscious. Yet, the treatments will not be allowed at a hospital due to liability.
It will have to be done at the Doctor's clinic or at the home of the patient. Also, if there's one person in the family of his friend that does not approve...they will have a nasty emergency court case to ensure the Doctor, drug maker, and others are not liable if the patient has a serious adverse reaction.
