Can't speak to the politics of it, but those Acela trains can go by really fast, especially on the local track. On the Shoreline East (east of the Metro-North line, run by Amtrak), they have an announcement saying "train approaching", but not at Milford (nor at any Metro-North station, run by the MTA) which is where this took place. Strange, but the more traveled line has poorer safety messages.
