Probably depends partly on how much they fudge the numbers. We're already over 10% by some ways of looking at it. If Obama extends unemployment benefits and they go by how many people are drawing benefits, then the reported # of unemployed will be higher just because of that.
I think it's going to be at least 10%, though, in the reported numbers. That's very sobering.

Not assigning blame. Not pointing any fingers.
I imagine that there will be something like the WPA to put people to work. Probably alot of migration. Lots of dead companies. You could see some reintegration of family units as co-dwelling becomes necessary. Something like the dark ages.
