It did occur to me that the Surf's and W.J. Feathermaker III's of the world are reading this and saying to themselves something along the lines of "What, this is a thing? I don't have to have 5 ISPs and get a new one each time I switch my handle on ET? How come no-one ever told me?"
Seriously though, the idea that IP addresses are of no value from a security perspective is very basic knowledge, it's not letting the cat out of the bag for any high level hackers to explain that. On the other hand, it is very helpful to those laboring under the mistaken illusion that they have security where they don't.
