TWS charts showing futures above spot whereas the monitor shows futures below?

Is the chart factoring in the risk-free rate apriori or something?
why does it show the VIX Nov18 contract last trade price at 31.85 but show it as 35... on the chart?

Not sure if it's related, but I've noticed chart glitches a couple of times today in TWS. Bid/asks would stay frozen on the chart, but the time&sales window would show updated prices. Had to restart it when this happened.
