And if it were anywhere near true it is a certainty that business, small and large, nationwide, would be screaming. Obamacare has been nearly invisible to our US divisions (Wyoming, Utah, Texas, for three). That you can find an exception here and there does not change this; if it were complete, the hue and cry would be deafening.
