I stopped using Tweetdeck because that constant stream was distracting. I now use the app on my iPad and iPhone and set alerts for specific posters.

I am afraid you won't be able to find anything, especially when you are not even willing to pay your broker 4.5 dollars more per month. What do you expect? Too lazy to work with the Twitter api? I thought so. Unfortunately nobody hands the holy grail to you.
There are lots of apps (desktop and mobile) that work with twitter for "custom alerts" on users or word specific alerts. Just use Google to find them.

Quoting you on twitter api which suggests you are a little lazy (it takes about 10 minutes to pull in the libraries and write a quick Rest request and to filter and alert by handle and topic) :

Serious, there are two dozen twitter apis out there in any conceivable language. It takes minutes rather than hours to write a subscription request and custom filter to do exactly what you need. And even in tweetdeck you can set up a stream by topic/keyword and then filter by user, getting you exactly the result you want. How they implement alerts I don't know though.
