Normally, software licenses cannot be sold. This is standard clause in agreements. Have you checked with the vendor?

"Licensee shall not modify, copy, duplicate, reproduce, license or sublicense the Software, or transfer or convey the Software or any right in the Software to anyone else without the prior written consent of Developer; provided that Licensee may make one copy of the Software for backup or archival purposes"
 
It could be someone selling illegal/hacked copies. Or could be a way for the vendor to sell licenses to his product, pretending to be a customer.

You have to be crazy to spend that kind of money on a questionable item like this. I have been offered things like this in the past... This belongs under "For Sale" anyway
