As I recall......Nancy Pelosi gathered up her posse and met in a conference room locking out the Republicans. They assembled the legislation into 4000 pages, worked on it until midnight and then passed it without review the next day.

Regulation says you need 30 days to review it.
Pelosi said 'you can review it, after it is passed'.

Then, Obama sat on it for 7-10 days until he could sign it into legislation with a photo op in Chicago.
