Did he actually say to nuke the storm? The only thing I can find is people with anonymous sources claiming he said that in a briefing. If he did, that is quite a feat of stupidity, even from him.
But given the reliability of anonymous sources on other things he supposedly said in the past, I have to remain skeptical.
Firstly the editor at Axios insists this was brought up twice and one meeting was memorialised. We will perhaps know in the future when the records are unsealed, eat a lot of fiber, meet you back here in 80 years.
The issue is that Trump is not believable in anything he says or does and has been accepted as a pathological liar etc. for all of his time in the public eye. Unfamiliarity & incapacity to contain all his BS from his past and it being so outrageous has created something of a shield for him. The Obama stuff was always obviously just a tactic to discredit. There is so much junk in this man's Trump he has dug his own grave with sensible people and they can't join your side.
He broke the law and the law is winning.
