Invoking the 25th at this late date is virtually impossible due to time constraints otherwise I'd say use it. What he did yesterday was in effect tell an angry mob, the problem is down the street meeting right now, go let them know you're not having it. He incited a riot plain and simple.
I'd also say his entire cabinet should resign but that leaves gapping hole in our security and some rational people need to stick around just in case.
