The money was Iran's governments' - Iran made a deal for weapons with the US, paid the money and US never delivered - that money was returned, what 'refunded to the people' are you talking about? Why would government money marked for weapons refunded to 'people'?

Second, giving back someone's money that you illegally held back by reneging on an agreement is not 'bribing'. In fact, without fulfilling an earlier agreement, why would have Iran trusted a new one? That money should have been paid back long ago.
