Then Delta showed up which is more than twice as infectious and now the required vaccinated herd immunity level is near 90%. Welcome to how virology science works.
Maybe you need to take a look at their overall level of cases in context of the population of the states.
This is a basic concept, but I'll dumb it down because you and your buddies seem to have a hard time with it.
Few things in the real world are certain, because they depend on so many unknown, or unknowable factors; for examples:
The weatherperson will will say there is a 90% chance of rain tomorrow. That could change before tomorrow, as new information is gathered.
The mailman may not come at the usual time.
The cable guy won't even try to be specific nor offer probabilities.
It was 70% based upon what was known at that time. It can (and did) change as new information is learned.

Note that every vaccine on the face of the earth has a small percentage of breakthrough cases. This is hardly surprising for Covid.
