Curious, why do you believe that? I'm thinking it is the one thing he CAN do.
Dems are trying to whip up their base by organizing another mass invasion attempt so that they can play the "trump is separating children" card on election day.
It will work a little bit. But most likely mexico will back them down in order to play ball with trump, and keep the new trade deal peppy and the dollars flowing. He also will consider taking the money going to Honduras and Guatemala and give it to mexico to enforce their southern border. WINNING. Mexico is not looking for a beating right now and trump is being tough but kissy face with them too, letting the new regime save face as they help him save face.
Trump should not only be sending troops. He is required by the constitution to do so or other direct, immediate means of repelling an invasion of foreigners. He should have played that card long ago and told congress that the wall is non-negotiable but if they will not approve it he has no choice but to permanently place troops there until it is built.

Trump got elected by being bold but he has governed like Jeb Bush would have.
Congress is not voting him funds for a wall, that much is clear. He has blown numerous opportunities to force them to do so by using a government shutdown as leverage. No doubt he is being told he needs to keep republicans on his good side for major issues like Kavanaugh and possible impeachment, so it would not be wise to force a shutdown.
I happen to disagree with this view. Nothing is more crucial going forward than immigration. We are very very close to a tipping point where we will see crucial parts of the country turn into California. I am talking about Florida and Texas. NC and Virginia have already been lost.
Putting the military on the border to seal it and using them to construct a wall is really the minimum he can do at this point, at least if he expects to be reelected. Cutting off all aid for Latin American countries that are allowing this invasion is another.
