Reading the whole New York Times article shows that several questioned each others “stones” on Syria while proving that both had little to none. It seems like Obama knew the Republicans would vote against him anyway so he could act like he had a pair risk free.

It is tough to have cohesive national policy with our short Presidential terms and the mistrust on both sides of the isle. Now we are exposed to black swan risk with Mister Stabile along with too many bungling fools who may have seriously miscalculated Russia’s commitment to Syria. Especially if Syria and or Russia were not behind the gas attack in the first place.

Obama's problem was that the left didn't want any intervention and he had already spent his war capital on Libya, if Russia didn't offer to mediate he would have sent Syria some missiles for show just like Trump bombing an empty airfield last time.
