I think it's the hardened factions. We have to recognize that the house is in many ways the most powerful body. If the house is dysfunctional they can cause the entire government to be dysfunctional. We may have to resign ourselves to two years of extreme dysfunction until the midterm election can correct matters. People will be pissed, and they will turn these folks out if they can't get their act together. Constitutionally the House controls the purse strings, which gives them huge power over virtually everything. They even have power over the supreme court that neither the Senate nor the Executive Branch has! They don't exercise that power, but constitutionally they have it. Fundamentally the house is tremendously powerful, and could dictate what gets done and what doesn't if the House were to speak with one voice. But we have these hardened factions now within the majority party. There are factions on the other side too, but not nearly so hardened. It is like the two factions on the Republican side are on different planets. Remember Boehner had a similar problem, but maybe to a lesser degree than Ryan has. And also, let's remember that Obama had to make big compromises to get anything through, once the House went over to the Republicans. When the House goes bonkers, the exec branch goes to executive orders to try and keep things working. The problem there is what you can do with executive orders is limited. You can order agency heads around, but you can't overturn statutes that way, and you certainly can't overrule the Constitution that way..
What we have coming out of the administration is a totally crazy budget; one that makes draconian cuts in places and huge increases in others. This is not going to get through the house! It's too radical; too extreme. It's a terrible budget seemingly pulled from a lunatics ass. It is more likely to have been pulled from Bannon's rather than Trumps ass. Trump doesn't seem to know how to do much of anything when it comes to governing. Trump will claim that its his budget and explain how brilliant and wonderful it is and how its going to make 'America Great Again,' until Ivanka or Jerad points out to him that it's a crazy budget. Then he'll do a quick 180deg, and say he had nothing to do with it. Those could be the first truthful words he's uttered as President that haven't been haltingly read from a teleprompter.
The military needs to be cut, not increased, for god sake. Its already got more hardware and capability than it needs for any task that may come up -- the useful tasks that can be accomplished with military force are strictly limited. Trump just pulled that "our depleted military" stuff right out of his ass!!! And his first budget, it should have been submitted in February, has been pulled out of someone's ass. No way it will get through. Trump is seen more and more as a lunatic. The house is not going to pass the budget of a lunatic pulled out of a lunatics ass. Our reps represent districts that have all kinds of government installations; not just military! These idiots in the Trump administration are trying to lay massive cuts on the Coast Guard, the CDC the NIH, etc. These are some of our most important departments performing critical functions. Believe me, this lunatic budget will never fly. The problem, as I see it, is that while one faction or the other of the Majority party will block Trumps budget, the two factions won't be able to agree on a budget of their own. Possibly some of the cooler heads in both parties will try to form a coalition and get something through, but the only way that could happen is if Ryan allows it to happen; and he is pretty extreme himself.
It's going to be interesting, entertaining even, but way less than good for the Country. Oh well, they have until October to cobble something together, or pass a continuing resolution. Before it's over we should be seeing cartoons of Trump playing a kazoo sticking out of his ass. Berlesconi was bad; but even Berlesconi wasn't this bad! (Berlesconi was another that I'm sure liked to grab women by the pussy, but he had enough sense to keep it to himself.)
