I doubt that is the case. It's more likely he is just keeping a door open or recognizes an opportunity. But I cannot say for sure.

Just as he has, or had, no idea where Somalia was, he obviously also had no knowledge of politics in Turkey. I imagine he does now. The guy is totally unqualified to be our President, but on the other hand he is very likely to know a good deal about common law and the statutes of limitations for bringing civil suits in New York, and the other States where he has stiffed contractors and screwed investors.

Until trump, leaders didn't call each other without full briefings on the salient issues and personal state of affairs of their counterparts so as to not upset a relationship that potentially goes hundreds of years. So it's unlikely someone handed the phone like when your grandparents call.
