CBS is wrong. They have promised 4000 but FEMA has sent only 400. The remainder have yet to be received.

In that case, if Cuomo never stated 4,000 have been received, it's pretty poor journalism to attribute that statement to him. Because to me and others... it made his complaining unfair or unwarranted given the Federal govt has to be concerned with every state.
