It wasn't like he picked them at random. They volunteered to serve as human shields for Hillary at the convention and attack Trump for one of his most popular positions, limiting muslim immigration.

Hillary did attack not one but several families of dead Benghazi heroes and accused them of lying. The media took her side of course, probably because of her long reputation for truth telling and high character.

In the case of a split decision the new President as Chairman would have the deciding vote imho.
