Hawaii doesn't have a military nor does it issue passports and anyone can get a DL.

Hawaii can do what it wants but another state doesn't have to accept it for the ballot.

States routinely require their own documents for various things like concealed carry, hunting or even driving after a certain grace period.

Being on a ballot works the same way so Hawaii doesn't even matter and states don't have to accept their BC unless it provides the neccessary information.

I hope you understood that you can get a US passport and join the US Miltary with an HA COLB :confused:

If its an official State Document,all States and the Federal Government have to accept it
