Hawaii can do what it wants but another state doesn't have to accept it for the ballot.
States routinely require their own documents for various things like concealed carry, hunting or even driving after a certain grace period.
Being on a ballot works the same way so Hawaii doesn't even matter and states don't have to accept their BC unless it provides the neccessary information.
