Trump does not seem to understand the protocol of pardoning people. Trump is still in his first year of his Presidency and he has pardoned Sheriff Joe. The political class is all up in arms about it because he didnt follow protocol. You see, the way this is supposed to work is you wait until your last week in office, then you pardon all of your political cronies and big donors and the media and political class loves you for it.

Well, that can be a lib fantasy. In reality, the president's power to pardon is in the constitution so he is not really bound by procedures. Various procedures have been established to provide organized review and guidance and recommendations and clarification of what the legal implications would be for pardoning, commuting, etc but thos procedures are just to be helpful to president but he is not bound by them. If the power to pardon existed only by statute- rather than a constitutional power- he would have follow the requirements set by congress. Also, even if he frigged something up that is reviewable by the court's the result would only be that he would have to go back and do it right. No chance whatsoever that a president can be stopped from pardoning someone if the want. Clinton pardoned his drug dealing brother and Marc Rich an ultra rich campaign donor. All of the internal reviewers in the pardoning office or whatever it is called recommended against it. Made no difference whatsoever. All of the power is with the president.
