one bill virtually fully bypasses the leverage the Founders gave to the executive branch.... (veto power) and the other bill helps federal workers get paid while still preserving some of the Presidents leverage and really does not hurt the democrats at all.

Why the hell would they so no... but to inflict pain in an attempt to get the President to back down.

Yes. One was a real funding bill which allowed for discussion about the wall later.

The other is a stop gap to prevent trump from bleeding in the polls while he can still continue to say the democrats aren’t negotiating on the wall.

You mean bypassing veto power by having strong support (over 2/3 if I recall) as per the constitution?
 
Congress could always bypass if the have the numbers.

I was attempting to explain that if Trump were to agree to fund everything but Homeland security he would have given up his leverage... almost entirely. (which is the veto power given to the executive... it was designed by the founders to cause negotiations between the two branches.)

The Federal Aviation Administration has halted all flights entering LaGuardia Airport in New York due to staffing issues with the airport’s air traffic controllers.

All departing flights are subject to an average ground delay of 40 due to the staffing shortage, according to the FAA's website.
