For instance when the Senate Majority switches parties... the new Majority leader gets to replace many top staffers in all sorts of committees. All told the leader has the ability to hand out thousands of jobs on the hill through the Sargent at Arms or his own office. (at least that is the way it was when I worked there.)

The power to hire and create votes and influence votes and payback friends... that is D.C.
