The NFL Operations Manual, an internal league document, specifically requires that teams stand respectfully for the National Anthem. Various potential penalties are listed for violations, including loss of draft picks. That's how serious it was considered to be.

For some reason Goodell is looking the other way. He was certainly on the job when the league threatened a player who wanted to wear 9/11 commemorative cleats. Ditto when a player wanted to wear purple cleats for some domestic violence awareness campaign. Not allowed. Disrespecting the flag is ok though.

AAA stated it was in the NFL operations manual. He was correct.

Apparently your quote even confirms AAA was correct about it being a rule in the operations manual.

Apparently the NFL is choosing not to enforce the rule or provision in the operations manual.

That does not make AAA wrong. It may be that the league is just making a choice.

So lets go deeper.

when you look up the word should... you can see it does have more than one meaning.

and I think when reading a few dictionaries The idea that "should" means... obligation in this context is a pretty strong argument.

But not necessarily the only one.

You can also argue "should" could also be interpreted to mean its not mandatory but highly suggested.

The reality is the people who drafted the rule or provision were probably familiar with statutory construction. They probably knew they could have used must... but instead chose the word should to leave it open to interpretation. I would not say this is a case of the league knowing more than AAA. I would say it is the league being "cute" with the rules for myraid reasons.
