What do you mean "it turns out... generals are right?" They don't set policy. The President does.
No it wasn't, but the law requires employers to make reasonable religious accommodations, so there clearly will be grey areas. By contrast, civilian control of the military is a constitutional principle. They could contend it is an illegal order, but it's hard to see how returning to the policy of a year ago would be illegal.
