At this point, in context of U.S. history, Trump should be congratulated for his constraint.

So back to history, you first example is flawed as Washington was not president and it was military man against military man.

2nd example, whiskey tax, they raised a force to collect taxes but no conflict occurred, nobody got shot.

Going back that far is hopeless in any case as there was not a clear idea of police yet, everything was sorted with militia and army. The first police department was after 1840.

3rd example is at least in modernity but again, ex military men vs military and police. With all of 2 deaths day one and this shooting was not ordered by Hoover even if he did burn their camp tents afterwards.

Police and members of the U.S. military were deployed to clear out a peaceful protest outside the White House so President Trump could walk to a church and hold up a Bible for photographers, CNN reports.

The Washington Post reports authorities used rubber bullets, flash bangs and tear gas to clear out the protesters.
A good leader is one who knows when to listen and when to shut up. Trump, with all his tweets, wants to be heard rather than to listen. His priority is more with opportunistic photo-ops than to be with people who are hurting. You don't need to be a liberal or a conservative to show empathy. Why is that so hard to understand?
