This is a rather broad statement, saying Republicans do not have the majority of people on their side. You can argue that for Trump, but for conservatives? I don't think so.
I think your belief that when Democrats discourage Republicans from enacting legislation, it is something we can cheer but when it is the reverse, it is a bad thing is a bit imbalanced.
My belief is for real compromises not total non governance. We are in the midst of an ideological war while the republicans are having an identity crisis. There is very little opportunity for democrats to work with republicans in this atmosphere of primary the rino and candidates waving around guns on stage.
