correction, he does not have strong conservative core

he has some beliefs, he borrowed some conservative ideas in which he does not really believe (but neither do most Rinos), but in his heart he is more or less down to earth NY democrat with some business background

nevertheless his most achievement - he is like a boy form the Anderson's fairy tale: only one (at that level) who says what he sees - the king is naked
