This means fighting Shiites and Iran. It has nothing to do with Terrorism - which is primarily driven by Sunnis that Saudi Arabia supports.
You need to understand this announcement in context of the regional struggle where Iran and Saudi Arabia are facing off in proxy wars in Yemen and Syria. This is nothing more than Saudi saber rattling with no meat behind it.
I looked at it in financial terms, Saudi is bleeding out financially atm and looking for help from it's neighbors.
