BILLINGS, Mont. (AP) — A federal judge ruled Friday that President Donald Trump’s leading steward of public lands has been serving unlawfully, blocking him from continuing in the position in the latest pushback against the administration’s practice of filling key positions without U.S. Senate approval.

U.S. Interior Department Bureau of Land Management acting director William Perry Pendley served unlawfully for 424 days without being confirmed to the post by the Senate as required under the Constitution, U.S. District Judge Brian Morris determined.

The ruling came after Montana’s Democratic governor in July sued to remove Pendley, saying the former oil industry attorney was illegally overseeing an agency that manages almost a quarter-billion acres of land, primarily in the U.S. West.

Montana’s governor is asking a judge to block three sweeping land use plans that would open most U.S.-owned lands in the state to energy development.
A judge last month ousted Bureau of Land Management Deputy Director William Perry Pendley after he served as acting director of the agency for more than a year without receiving a confirmation vote from the U.S. Senate as required under the Constitution.

The ruling, in a lawsuit brought by Montana Gov. Steve Bullock, marked a stinging rebuke against the Trump administration’s practice of keeping unconfirmed officials in key posts by issuing them repeated “temporary” authorizations.

Bullock, a Democrat, told The Associated Press in an interview that all actions undertaken across the U.S. during Pendley’s 424-day tenure atop the agency are now subject to legal challenge. But Bullock said he was contesting only actions that directly affect Montana residents, leaving it to other states or conservation groups to challenge any additional work or decisions made under Pendley’s watch.

The agency oversees almost a quarter-billion acres of land, primarily in the U.S. West.

Pendley is a former oil industry attorney from Wyoming who had long called for selling federal lands until he joined the administration and disavowed that stance. Under his oversight, federal officials rejected concerns raised by Montana residents and officials over the amount of land that could be subject to drilling under three land use plans that cover much of eastern, central and western Montana.

Tax records show 200 entities funneled money to Trump properties while reaping benefits from White House: NYT

A New York Times analysis of tax records showed that more than 200 companies, special-interest groups and foreign governments have funneled millions of dollars to President Trump’s properties while reaping benefits from the president and his administration.

Nearly a nearly a quarter of the entities have not been previously reported.

Sixty patrons who promoted specific interests to the Trump administration spent almost $12 million on expenses associated with the Trump Organization during the first two years of Trump’s presidency. The Times reported nearly all of these customers saw their interests move forward.

Trump taps Ronny Jackson for promotion amid investigation into allegations of misconduct

President Trump has re-nominated White House doctor Rear Adm. Ronny Jackson to be promoted to two-star admiral amid the Pentagon’s ongoing investigation into Jackson regarding alleged misconduct.

The White House sent a letter to the Senate on Jan. 15 offering Jackson’s promotion for consideration, The Washington Post reported Saturday.

The letter came amid an ongoing investigation opened by the Pentagon's top watchdog, the Defense Department's (DOD) Inspector General's Office, into allegations that surfaced after Trump nominated Jackson to become secretary of Veterans Affairs.

Ex-Clinton fund-raiser pleads guilty to fraud

NEW YORK — A wealthy Manhattan investment banker who was once a top fund-raiser for Hillary Rodham Clinton and other big-name Democrats pleaded guilty yesterday to bank fraud.

Hassan Nemazee, 60, was arrested last year on charges that he used fake collateral to obtain more than $290 million in loans from major banks.

An indictment accused him of forging signatures, concocting bogus account statements, and establishing “virtual offices’’ to conceal a scam in which he was using proceeds from new loans to pay older ones — a maneuver prosecutors called a Ponzi scheme.

He entered his guilty plea at a federal courthouse in Manhattan. Nemazee admitted to three counts of bank fraud and one count of wire fraud.

The plea deal calls for him to serve at least 15 years in prison.

Democratic fundraiser pleads guilty
A hotel executive and Democratic fundraiser has pleaded guilty in New York to witness tampering and conspiracy to evade campaign finance laws.

Hampshire Hotels chairman Sant Singh Chatwal appeared Thursday in federal court in Brooklyn. The candidates were not identified.

Chatwal, whose firm runs hotels around the world, had raised at least $100,000 for Secretary of State Hillary Rodham Clinton's 2008 presidential campaign against Barack Obama.

"Mr Chatwal deeply regrets his actions and accepts full responsibility for the consequences. He looks forward to resolving this personal matter," a spokesperson for Chatwal told CNBC on Thursday.
