He didn't activate them if they're under Title 32 which they would have to be if under command of their state governor. He can only do Title 10 activations. But of course understanding something like the laws that govern the use of 1/3 of your military force and the vast differences in how they can be used under those laws is just too much for our stable genius to be expected to put any effort into learning. Unbelievable that anyone with an iota of intelligence can support this clown.
