Is it minimum age, training with a weapon, psychological tests, and maybe a law course ? I'd think at a minimum all of these.
As much as I'd like to think people will ignore colour, when I read these threads the ideas being presented by some people seems to suggest otherwise. Same dialog about Muslims would be instructive. Can people look by their insecurities and treat everyone equal not on appearances.

You are overlooking that Zimmerman lived there. If a black guy who lived in my neighborhood was out patrolling, why should that bother me? If I didn't know who he was and he was obviously following me, yes, it would make me anxious. If I were a visitor to that neighborhood, I would probably try to get inside the house as quickly as possible or maybe call 911. I'm pretty sure I wouldn't hide in some bushes and jump him.
You imply that all of us are racists because we recognize reality. You sound like a typical liberal hypocrite or else lead a very sheltered life.
The fact is the vast majority of crime is committed by young black males. Richter can argue that it is due to economic factors, but the fact is they are the ones committing crime. If I saw young, black males in my neighborhood, I would definitely keep an eye on them. The reasons would include the fact that I would know they are outsiders, so I would wonder why they were wandering around. Do they have a legal right to wander around? Possibly, but I have a right to keep an eye on them. If they know I am watching them, so much the better. Like Trayvon, they may resent it but that's not my problem.
Your question about muslims is instructive. We can eliminate the vast majority of terrorism here by excluding them. At the least, we can deny entry to young males. Why wouldn't we want to do that, instead of inviting in refugees from somalia, chechnya, afghanistan, paskistan etc? Shouldn't the safety of our citizens trump any other concerns?
