Moving the money into the General Fund would make it harder for Biden administration to access it

Treasury Secretary Steven Mnuchin is expected to move $455 billion in unspent coronavirus stimulus money into a fund that the incoming Biden administration cannot deploy without congressional approval, Bloomberg reported.

The CARES Act funding will be placed in the agency's General Fund, a Treasury Department spokesperson told Bloomberg. If Mnuchin's successor — Biden is widely expected to pick former Federal Reserve Chair Janet Yellen to fill the role — wants to access that money, she will need to receive Congress' blessing.

Air strike kills IRGC commander at Iraq-Syria border - Iraqi officials

BAGHDAD (Reuters) - An air strike killed a commander of Iran’s Revolutionary Guards at the Iraq-Syria border sometime between Saturday and Sunday, Iraqi security and local militia officials said on Monday.

They could not confirm the identity of the commander, who they said was killed alongside three other men travelling in a vehicle with him.

The vehicle was carrying weapons across the Iraqi border and was hit after it had entered Syrian territory, two Iraqi security officials separately said.


Iran-backed Iraqi paramilitary groups helped retrieve the bodies, the two officials said, without elaborating or giving the exact time of the incident.

Local military and militia sources confirmed the account, although Reuters was unable to verify independently that an Iranian commander had been killed.

The incident came just days after Iranian nuclear scientist Mohsen Fakhrizadeh was assassinated in Tehran in a killing that Iran has blamed on Israel.


Israel launched air raids against what it called a wide range of Syrian and Iranian targets in Syria last week, signalling that it will pursue its policy of striking Iranian targets in the region as U.S. President Donald Trump prepares to leave office.

Iraqi officials fear a conflagration ahead of President-elect Joe Biden taking office because he is viewed as less confrontational with Iran than the Trump administration.

Iran-backed Iraqi militias are still reeling from the U.S. assassination of Iranian military mastermind Qassem Soleimani in January and their Iraqi leader Abu Mahdi al-Muhandis and have vowed revenge against the United States.

Barr Makes John Durham, Investigating Russia Probe, A Special Counsel

Attorney General William Barr has appointed John Durham as special counsel, granting the veteran federal prosecutor protection to pursue his investigation into the origins of the Russia probe into the incoming Biden administration.

Barr made the move in October, two weeks before the election, according to a letter he sent to Congress on Tuesday. The attorney general said he appointed Durham as a special counsel "to provide him and his team with the assurance that they could complete their work, without regard to the outcome of the election."

Barr originally tapped Durham, the U.S. attorney for Connecticut, in 2019 to look into the genesis of the investigation into connections between the Trump campaign and Russia.

It began as a review of the probe but later was elevated to a criminal investigation. So far, one individual has been charged as part of Durham's work: former FBI lawyer Kevin Clinesmith, who pleaded guilty to altering an email that was used in seeking surveillance of a former Trump campaign adviser.

The order appointing Durham a special counsel authorizes him to investigate whether any federal official or employee broke the law in connection with the investigation into the 2016 presidential campaigns and people associated with the Trump administration.

It also stipulates that Durham will submit a final report to the attorney general "in a form that will permit public dissemination."

In his letter to Congress, Barr acknowledged he had expected Durham to finish his work by summer. But he said the pandemic and other information that his investigation uncovered pushed back the timeline.
