Yes, there would be no problem on OSE with either the Large or Mini. The volume in the U.S. would be significantly less
OSE is the native exchange. Trading NKD and NIY on CME is definitely doable but it's like trading ES on OSE (if they had such a thing).

About 3k on both sides or so but that was also during a selloff. Anyway, it's the most liquid Nikkei contract in the world.
If you trade this stuff you should really be using an IB account. Commissions, market access, ease of currency conversion, etc.

Just looked at your profile page. At 19 years old I imagine you meant 100 contracts of the Mini, as the margin for the Large would be $580,000 on OSE.
The problem is, I am not able to the using IB since I'm not an US-resident nor an US-citizen, nor I live in the US, I'm a foreign investor.
IB has customers all around the world.
Last time I checked I couldn't open an account with them, but I'll contact them again, next Monday.
