Yes, the potential is there. It's just not that trivial to convert an existing Java application if it is GUI-heavy like IB's TWS to run on Android. They'll most likely start from scratch and incrementally add features over time.
Interestingly though, you could have something like OptionsXpress Xtend platform running on an Android-powered iPad form-factor device with probably less effort:

Xtend is built on Adobe AIR technology which is basically Flex/Actionscript running in a Flash player. Upcoming releases of AIR will allow building for and deploying to Android devices.
Lots of potential. Things should be looking good for Android in this department in the next 6-18 months. Brokers will have to decide whether to support both iPhones and Android devices (or even Windows Mobile) or just one of those.
