Trading Settlement in NY Markets (NYMEX, NYBOT)

Is it just me or do these mkts ever fucking settle at the same time everyday..
with the ICE/NYBOT and the GLOBEX/NYMEX combos, it's really fucking annoying...
is there an arbitrary settlement time?
