Trading on congressional legislation?

People... need rules to guide and protect them
I disagree. You can offer to protect someone, but if they do not want your help then you have no right forcing it on them.

(especially the lower class)
Wow, that comment speaks volumes.

An example to illustrate my point: You see how people drive nowadays. As imperfect as they are, most are still of the time the conservative rules in place keep them from driving so wild that they kill themselves.
That was very difficult to parse. I believe you are saying people need rules in place to keep from killing themselves. Again, I disagree. You can offer to help or protect someone, but if they do not want your help then you have no right forcing it on them.

A libertarianist set of traffic rules would be so unsafe that people would afraid to drive.
Unsafe by whose standards? If taking the highway involves great risk, you are free to take another route. However, if someone injures you or kills a family member, they will be thrown in jail. They have violated your right to life and liberty. Jail time for such an egregious crime would be quite a deterrant. If you knew that hitting someone, and being at fault, would result in your jailing for a few years, you would be quite hessitant to drive in an unsafe manner. In fact, everyone would.
