number 22 on his list was "improve minority access to capital", which means he benefitted by a loan of some type that he would not normally have qualified for.

Someone needs to check the Peoria police blotter and see if his mugshot is posted there. He disappeared for a few weeks around the end of September, too. I figured he got a 30 sentence for drug possession.
