That's also my impression. You have to consider, that in Switzerland are only a handful of heavy active private retail traders. So the cost of control all these individuals would be high.
On the other hand, times have changed and I know some cases from last year where the authorities wanted to see every detail of transactions even the person were only investors and not active traders.
